General Procurement Notice

The Millennium Challenge Corporation (‘MCC’) and the Government of the Republic of the Philippines (the ‘Government’ or ‘GRP’) have entered into a Millennium Challenge Compact for Millennium Challenge Account Assistance to help facilitate poverty reduction through economic growth in the Philippines (the ‘Compact’) in the amount not exceeding Four Hundred Thirty-Three Million Nine Hundred Ten Thousand United States Dollars (US $ 433,910,000) (‘MCC Funding’). The Millennium Challenge Account Philippines (MCA-Philippines) intends to implement the Sixth Procurement Plan (Revised in April 2013) in the following manner:

PROCUREMENT OF CONSULTANCY SERVICES

  • Contract firms for consultancy services related, but not limited to, Support Consultancy Services for the Secondary National Roads Development Project (SNRDP), Development of a Risk Profiling Model for the Revenue Integrity Protection Service (RIPS), Design and Implementation of Change Management Plan for the Electronic Tax Information System (eTIS) of the Bureau of Internal Revenue (BIR), BIR eTIS Independent Assurer, BIR Assessment of Computer Assisted Audit Tools and Techniques (CAATS) Model, BIR Preparation and Implementation of a Public Awareness Campaign, BIR eTIS Project Management, Gender Study, Highway Development and Management Model (HDM-4) Training, Partnership Project to Support Monitoring/Assessment of Bottom-up Budgeting and Planning, Implementing Entity Satisfaction Study/Partnership Survey, BIR Work Study on Registration, RARP Baseline Studies, Procurement Capacity Development, External Auditor Services, Multiple Consultancies.  
  • Contract individuals for consultancy services related, but not limited to, RIPS Communications Expert, RIPS Project Consultant, RIPS Trainers (Multiple Consultancies), RIPS Supervising Engineer, BIR Program Management Consultant, Dispute Adjudicators for SNRDP, Training on Mangrove Sustainability, Multiple Consultancies.

   PROCUREMENT OF WORKS (not limited to): Design and Build RIPS Office.
PROCUREMENT OF GOODS (including IT software) (not limited to): BIR Electronic Tax Information System (eTIS 2), Electronic Tax Information System related Licenses, Purchase and Installation of eTIS Related Equipment, Printing of M&E Manual, Back-up IT Facility, Atlas.ti Software,

 

Specific procurement notices for processes of consultancy services, goods and works will be advertised as they become available, on the MCA-Philippines website (www.mcap.ph), UN Development Business (UNDB) online (www.devbusiness.com) and DGMarket (www.dgmarket.com) and the major local newspapers of the Philippines, as applicable. The procurement processes are open to all bidders and consultants from eligible countries as defined in the MCC Program Procurement Guidelines, which can be downloaded from the MCC website.

When appropriate, bidding documents which contain description of services, all technical specifications and any further information will be available at MCA-Philippines website. The procurement processes will be executed in accordance with the MCC Program Procurement Guidelines, considering equal opportunities of gender.
